Seriously.
Already mentally fragile, and then get handcuffed. Although to be fair it's so you don't hit anyone. In the ambulance they put soft restraints on.

Then it's brutal and unwarranted
and surely counterproductive. I think if I was freaking out, someone trying to cuff me would actually make me start lashing out. The last thing you'd need would be constriction.

it's standard practice
as yet we haven't figured out a better way to deal with these things, than get police to transport people in mental distress.

I've heard stories of extremely distressed children/teenagers being transported in the back of police vans for hours, with psyc staff traveling separately. Don't completely understand why, but that's policy.
