Its kind of funny...Now, im not sure where you are from...but working in the field of fire inspection, using US Codes I can tell you this much,... the exterior fire escapes are no longer up to code ones rennovation or new construction had been started on a building. However, all rennovated or new construction buildings requires 2 "paths of egress" in case of fire. So, in a smart money saving effort you company has removed a glaringly obvious code violation, and replaced it with one not many will think of.
Apparently it is safe for us firefighters to carry tools up ladders covered in ice during the annual winter fire season.... but the people must be protected from the horrors of slipping...which apparently are more painful, and detrimental to life... than fire. I love safety engineers.
