They are not SWORN officers of the law, which means they're as useful as administrators, but have no greater power than that. Helps the Police to collect more revenue, and dilute the rule of law into a mere administrative affair with rules to break, not laws and rights to protect.
These people might have some self-sense of right and wrong, but they mostly don't have a clue. Hell, a lot of the Police don't have a clue what's going on, on this damn island!
