That said, it is hard to understand reports of people reluctant to have evacuated from an exposed Atlantic ocean-facing peninsula called 'Breezy Point' with an incoming Hurricane. Had it been called 'inexplicably sheltered inlands', it might be a different matter; but the clues were all there in the name.
