Control+Click on Layer (selects transparency)
Select/Modify/Contract - Contract by 1 to 3 pixels;
Control+I (inverts selection)
Filters/Gaussian Blur - 0.3 to 1 pixels.
Control+D (deselect)
this just blurs the outer fringe of pixels.
