Jim Hacker, Sir Humphrey and Bernard were pretty basic headswaps. The bulk of the work was in redoing the title; it involved copy-paste chopping and some fiddly pixel-diddling.
EDIT: I couldn't figure out how to get the ripple effect in the flag.
