ActuallyNintendo force the shops to purchase the console with a quantity of games, they can't just buy the consoles alone.
The bundles are the shops way of trying to ensure they aren't stuck with a stupid amount of nintendo games in stock.
The same strategy is being followed with the DS as well as the Wii
