do you see the numbers below each frame?
the ones that say 0.1 or something.... just click the first frame, shift-click the last, then click the number and change it to something else. if that makes any sense. oh well, works for me...

on the bottom
of each frame there is a little doo dah.. you can change it to "no delay" 0.1 second etc... is that what you mean?
i often have to play about with it for ages... but you get results if you have patience.
