Just Flash MX and extensive use of onion-skinning.

You can do all sorts of files - it's all in the publish settings.

then choose animated gif from the drop down thingy.

Although Flash is completely pants at optimising animated gifs. You are better off exporting the anim as a png sequence, then importing into Imageready or similar (if you have it) for the optimising and the tweaking.
