if you just5 want to
capture just frames, use the camtasia suite by adobe, I have it. If you'd like it, I can stick it up on my site for you to get at quickly..... do you have kazaa lite?

lots of
software does avi->mpg converts, and many grab frames from avi for you to do with what you will. I've never got on with avi as a file format tho.

what are you using?
and what is your end result for? you can output to avi from Premiere, although avid xpress does a slightly better job. It seems to me that you may not be using the right compression codec, choose divx fast motion as a rule.
