the web standard? It's a portable document file, and not anywhere as prevelant as a .doc file, which IS the industry standard.

Why not provide a subsription-only hard copy through a small printers
and then use that to subsidise putting hard copies on shelves. Im sure there are magazines that are far less interesting out there that manage to make a start.
Also, sponsorship and advertising is always a good thing. small places dont pay much but enough to cover printing costs. People tend to expect it in magazines aswell so it doesnt detract from readership
