the only way to get it down, i found was either knock it's physical size down to say 400px x and save as a gif or save it as a jpeg and knock the quality down a bit but that gets a little artifacty.

Similar to Tattyshop, but free (don't know exactly how the two compare, but the GIMP could certainly handle optimising what you've posted here).
