Because it's built on the site of one of the main vegetable importers that served the London grocer trade
back in the 18th century. It's called "Savoy" because it primarily imported from the region. The same region that gave its name to the lettuce.

Yup.
It's definitely not named after the Duke of Savoy, who owned the area.
