There's saving money, and there's being tight: saving money at the expense of other people, or simply for the miserly hell of it.

It does sound very tight
but, imagine you were buying a car from a showroom. I would expect the car I drive away to be spotlessly clean and I'd be a bit peeved if it was all dusty.

And if I were to say to the bloke in the showroom "that's not acceptable, please get it cleaned for me" I would consider that a reasonable request. It just sounds different as you're shipping the car to him rather than him picking it up.

Also, the word is spelt "cheque" not "check". He wanted a promise to pay money, not eight dollars worth of inspection.

As all the prices are in dollars...
One would assume that he is American, therefore, 'check' is not only acceptable, but correct.

for the record
He was the one who wanted it freighted . Technically the car is deemed to be delivered once at the rail depot as they are acting as his agent in recieving the car.
