It's not about how much it costs, it's about how much damage an inexperienced driver can cause with it.
There's a reason they incentivise new drivers to go for smaller engines.
First time I went into a place to get insurance, I was sat to one side of the desk so I could see the screen as they typed in my 'date of birth'. I got to see it calculate the age, put it in a little box and make it flash bright yellow/red on the operator's screen.
