It's not just that they will be scared away,they will be less creative. Rich people are people too, and they're people who've managed to persuade others to give them large amounts of money, which in many cases means they've pleased other people a great deal. Taking their money away and spending it on things they didn't intend to spend it on reduces their ability to please others in whatever way they do.
