Why?same thing applies there - you can DRINK at any age, you just can't BUY until you're 21 (in the majority of states... they're kinda like mini-countries, bound together by a single currency and top-level bureaucracy... this is totally different to Europe, which is bound together by a single currency and top level bureaucracy...)
