I have to say I used to work in Whitechapel and knew shops that wouldn't server me as I was English.They'd just pretend I wasn't there. That made me pissed off and abhorant of the people who did it. Not the race in general.
The positive to come out of the whole taxi affair and you have to take something from a situation like that. I found as well as there being a complaint line for taxi drivers there actually a line for commendation.
In the majority Hackney Cab drivers are amazing and I'll have no hesitation on using it when I have one of those drivers who brighten up your day.
