Some posh flags are made from separate coloured fabrics sewn togetherbut I suspect this one can only be explained by brmmmmmmmnnnnngggllllllmmmmnnnnng.

Looking carefully at the diagonals in the photo,it appears that the ends at the left and right edges of the flag should be at the corners, and the ends at the top and bottom should be at the middle. If it was stitched together from horizontal thirds, then they've put the bottom third at the top and the top third at the bottom.
