you needpaintshop pro: draw vector circle, type in some vector text, select both and click 'attach text to line'.
Actually, I'm sure bloatoshop can do it - my mate does the 'all rights reserved' crap round the edge of CDs with it.

Gahh! Of courseI have both Paint Shop Pro 7 and Potatoshop 7 on here and didn't even think of trying PSP... i'll remember that in future.
