Its certainly in line with Microsofts program improvement scheme:

1) Take existing version of Microsof product X
2) Add pointless eyecandy. By the bucket load.
3) Add spyware
4) Profit!

2) Add pointless eyecandy and add in a few of the latest successful innovations developed by rivals. Include own pointless proprietry file format for NO REASON AT ALL
3) Add security problems
