how bizarre!because as I understood it, having a licence can count as citizenship a lot of the time! still... it also sounds like it's possibly a sneaky way of registering the locations of immigrants for later rounding up.
I managed 3 years without a job, but it was absolute hell - and I'd have loved to have got a licence... maybe next time I'll bunk off in cali then :D
