They would have had to change the Constitutionand they would never have got support for that. So freedom to express yourself, including burning the flag, is reasonably well entrenched.
Unfortunately, there are still some areas where freedom of speech doesn't count as much -- like pornography, which somehow manages to get excluded from the First Amendment.
