I'm with the first option
for reasons similar to Rose's inspiring speech about making a stand and doing something rather than sitting around at home eating chips. Confusingly, though, a lot of people are motivated by the same kind of sentiments to be politically aligned towards the second option. It all depends what you regard as 'doing something' and 'not doing anything'.

But when you realise its the thing that you 'DO' that is the cause of the problem, and that the best thing to 'DO' would be to 'DO' nothing, then the more rational person would stop 'DO'ing it..
