YesJei killed 'evil' people alledgedly in the name of the gods. Unfortunately, anyone who provoked him along with any innocent bystanders were automatically declared evil (he's like a fundamentalist army of one).
Inazuma was apparently posessed by Jei's soul after he died and is now looking for Usagi. She's got a large bounty on her head, so the 'evil' people come to her (apparently no one else seems to bother her).
