Gif has a few optimizable settingsUsually the number of colo[u]rs, the amount of dithering, and the number of frames. If you click the 4-up tab in Imageready, you can compare the outputs of these and try to find one that suits your needs with the best quality. I have no idea about Ulead, since I've never used it.
