resize the canvas width first, because not much happens at the edges of the image, so it's just useless file size.
So first, resize the canvas and chop a bit of the sides, down to about 240 wide from the one you posted there.

Then resize the entire image smaller, to about 120 wide. That's what i did anyway, and it still looks alright to me.

Then after dropping the colours to 32, and removing dithering, you get a file about 1/4 of the original you posted.

But I can't get the filesize below the mid 200K's at the 180 width; I think my optimization color settings are being ignored, because it's still smoother textures than your example.

Should basically just have to set the color optimization in the prefs, right? I don't get a dialog box for it when I 'Save Optimized As'..
