Would have to increase towards the front of the image to look realistic, might be a bit taxing...

If you smudge it a tiny bit but frequently towards the bridge, and then create some larger smudgy wave lines further away from it, it may look a tad more realistic.

Noise filters might work for the far away waves, but the closer to the front of the picture, the larger everything needs to beee =]
