No-one said they were CDs
They just call them 'discs' I think. So they could be DVDs or harddrives. Either way, they were unencrypted, accessible to a 'junior official' (apparently, since it is a 'junior official' who is being blamed for having done this) and sent by unrecorded delivery. Password protected, so they say, but personally I'm assuming the password is 'Password'....
