# sorry I was late getting back
yeah seems pretty simple. Have a layer over the top, fill it with black and change to screen mode ( black and screen make for much better glints and lights )
make selections of the 'light' with a suitable feather then fill with the colour you need, add a diffuse blur. Then use the layer properties to add glow to it playing with the colours. Do each one on a separate layer so you can alter the strengths to give depth. if they still look flat you can run a soft airbrush in dodge mode down the centre of the lights to change the values a little.
If you have any problem at all making it look good enough then please don't hesitate to send me the files with some colour instruction and I'd be happy to provide my interpretation of it. It sounds important enough to get right.
