Shut off firewall on clientside and routerside
Tried ftping with IE, Firefox and Dreamweaver. It's complete bizarre. I can't think of anything that'd do it.

switch off passive (PASV) mode
or if it's already off, try switching it on

in times of crisis revert to DOS
tried opening it with the command-line FTP client? that can give you some good clues as to where it's failing
get a command prompt and type FTP whatever.hostname.com, see if it at least prompts you for a username?
