it's more complex than thatthe IRS is a racket in america - and the tax goes to pay off the interest on the loan given to the US gov from the privately owned Fed Reserve banks

as I understand it,they convinced him correctly that writing to the IRS and saying "I've made this much. I'm not paying my taxes." means whilst he WAS evading taxes, he wasn't defrauding anyone.
