Yeah, I'm not saying the whole focus was on the JokerBut for them to continue with a sequel, they would require for Harvey Dent to deveolp his new 'personality', and the Joker played a massive part in what changed it. Having him behind bars wouldn't exactly be enough for him and he would need to confront him in some way in the future, even if it was just a mild reference as to what has happened (since we know he manages to escape from pretty much any situation, it's likely he would make a return) and it just seems sort of... flat.
