its goodweird my message got changed - i'll try again.....
if your using the magic wand to pic out bits try using select - Modify - Smooth :D
what is quite cool is if you use cutout filter it to get the shapes - then use the magic wand tool you can pic out the shapes, then smooth it and transform it into a selection - right clicking on the selection with magic wand :D
then in the adjustment layers choose new solid colour and this will effectively give you a vector.
