This clearly isn't a bill for domestic usage,that appears to be a 7 dial meter being billed for here, frankly, they just don't exist. Unless it's a 5 dial meter and we're missing the decimal point. In that case that makes Dr Brown's usage 12100 units for the period of a month, at today's prices that would cost approximately £1500, most likely significantly less back in 1985. This seems like a reasonable amount for any business/laboratory using machines that would require such consumption.

Of course, you could argue that this is in fact a 6 dial meter,which is exactly the sort that would be installed at say, a factory. In that case, the usage does seem abnormally high. With regards to the BBllEEUurururRRGGHHHHHHH, touch me.
