He did have an Evil Twin Goateeas opposed to the full Riker beard.
What bothered me is (nerd alert incoming!) in the episode of DS9 where he appears disguised as the original Riker, why did he wear fake sideburns to turn his goatee into a full beard? Why didn't he just grow an actual beard?
