The Gimp will make it into an animated gif with any desired frame timing upto 10 fps max for IEMovie maker only gives you option of 30 or 25 fps (I think) but you can drag many copies of each image onto the time line (eg 5 copies of each will give 5fps(pal) or 6fps(ntsc)
