Pay up and live with the criminal record like any other person.
Shouldn't be too hard to track down who's voted twice either.
These are the people that end up running the country and legal system so shouldn't be let off.

If Putin wanted to rig this one the best he could do is use social media to encourage people to vote twice.
I would hope all the paper is kept for a few years so you've got the postal ballot on file and the polling station ticks off your details when you go in to vote.

that's the problem.
And of course those doing this should be punished, but by the time the law's caught up with them the election's finished. Checking if you've submitted a postal vote or voted elsewhere needs to be done in real-time. But costs blah blah, old ladies don't know how to use a tablet blah, wifi problems blah, people writing the polling station password on napkins blah.
Yeah, we'll have colonised Mars and be getting the shuttle back to Earth to vote so that someone can draw a lovely straight line through your name using a pencil and ruler I expect...

You could solve the whole issue by merging the polling and postal voting cards into one and requiring that to be shown when voting.
