Regardless of what you think, the police do not get to decide whether someone deserves a kicking do they?
It's revealing that you talk about a "deserved kicking" and "fully justified beating", not "justified use of force to subdue the suspect". That suggests you are more interested in the the police delivering on the spot summary justice, rather than doing their duty. Fortunately we still live in a country where the police are not responsible for deciding and enforcing punishment (other than limited penalty notices).
