It is Japanese...
and pretty much it's a little game thingy where you can doodle over Hitler. It's just text and an image of Hitler from the Japanese wikipedia.

and the bit that pops up on the book first tells you that it's currently drawing over the pages, and then it tells you it has finished drawing.
