i've just been having a quick play with those filters
paint daubs is the most oil paintingy filter there, but you probably want to fiddle with the brush size setting

I've been using paint daubs
for the background of a flash projet, and I think it looks very well as an oily effect.

it seems great
for larger images, but i'm working on an 18kb source image, so it looks like someone's been using far too big a brush.
