There isn't much of a theme going on, is there? Perhaps the pirate guy has just come off duty from his regular 9-5 pirate shift and hasn't had time to get changed.

Maybe he's got that mental problem like that bloke off of Dodgeball who genuinely believed he was a pirate, expertly played by Alan Tudyk.OP is clearly just some kind of deviant and probably on multiple registers.
