photoshop4 primary layers, plus some extra white bits. Layer 2 is motion blurred at 90 degrees (up/down) 56 pixels and color adjusted, layer 3 the same, but at a slightly off angle, and layer 3 cut out with the select tool and moved / adjusted slightly. One of those sub layers has a circle cut out over her eye to add focus.
