click 'to avi,mp4,flv,mov' under 'video convertor' then choose MOV for some reason when you convert to AVI photoshop can't import it.
another way is download Camstudio (it's free) then record the clip you want with that in an avi format, photoshop will be able to import it no problem.
EDIT: oh and if you're having trouble actually finding the 'Import' button, it's on the 'File' tab on photoshop.
