I did it byputting a grid over the original picture, and taking a guess of the 'average' colour for each block, then putting the blob of colour on that grid position. Not sure avaerage is the right word, maybe the 'dominant' colour for that spot is more accurate. It's just manual pixelisation, I guess.
It doesn't work well on a small pic, but the more blobs you have, the better the effect.
