Oh right I see what you mean the new Save to Web & Devices...I think the 'Optimize' button is still there, but I never use it as it always makes a mess of the gif. I perfer good ol' fashioned tweaking settings like in the days of ImageReady. There is an Optimize menu just to the right of the preset box at the top.
