UrghPhotoshop - I find - is rubbish to use for animation, especially the more recent versions. I only use it for turning already completed animation frames into a gif.
Flash is good, if you do have it, because you get the onion skin and can animate in multiple layers and it's pretty flexible. Then I usually export the finished cartoon as either an image sequence or avi movie then turn into a gif in Photoshop.
Alternatively draw the frames on paper (get a bit of glass to draw on, then shine a lamp up at it for cheap light box effect), then scan them in. Import the frames into photoshop, colour them in, touch them up, etc. and you have a gif.
