I wouldn't be so sure.The stat (alledgedly) takes into account all the IKEAS, B&Q and Tesco type car parks, as well as the private office ones. when you think about it, that is a lot.

i was thinking city centre...rather than everything within the city limits. but where i live, it's probably still true, even with meadowhell's twelve thousand spaces. this needs more research that i'm not going to do.
