Depends how much you spendthe £8 ones are shite, but the WinTV Primio ones have a picture as good as a decent TV set. I got my WinTV Primio FM from ebay for like £40 or so. It comes with teletext, remote, FM radio, SVHS and composite input. I use it on a miggy, but i'd imagine the picture is identical for Windoze...
The only downside is that the de-interlaced picture makes sideways scrolling text hard to read, but other than that it doesn't really notice.

TV CardsThe Hauppage WinTV PCI is a bit poo - I mean it works n all, but the piccy quality isn't the best I've seen and it crashes a lot at the moment - my fault probably.
