it's caused when the river floods.as the water is no longer flowing in its channel, it slows, and as water slows, it drops its load in weight order from heaviest down to lightest. as soon as it rises out of the bank, it drops sand and pebbles, which form levées. of course, many in america are artifically expanded upon to protect the people stupid enough to live on the flood plain.
